America’s drone exceptionalism

Always the world leader, our country has pioneered terrifyingly expansive new rules for drone warfare

Here’s the essence of it: you can trust America’s crème de la crème, the most elevated, responsible people, no matter what weapons, what powers, you put in their hands.  No need to constantly look over their shoulders.

Placed in the hands of evildoers, those weapons and powers could create a living nightmare; controlled by the best of people, they lead to measured, thoughtful, precise decisions in which bad things are (with rare and understandable exceptions) done only to truly terrible types.  In the process, you simply couldn’t be better protected.

And in case you were wondering, there is no question who among us are the best, most lawful, moral, ethical, considerate, and judicious people: the officials of our national security state.  Trust them implicitly.  They will never give you a bum steer.

You may be paying a fortune to maintain their world — the 30,000 people hired to listen in on conversations and other communications in this country, the 230,000 employees of the Department of Homeland Security, the 854,000 people with top-secret clearances, the 4.2 million with security clearances of one sort or another, the $2 billion, one-million-square-foot data center that the National Security Agency is constructing in Utah, the gigantic $1.8 billion headquarters the National Geospatial Intelligence Agency recently built for its 16,000 employees in the Washington area — but there’s a good reason.  That’s what’s needed to make truly elevated, surgically precise decisions about life and death in the service of protecting American interests on this dangerous globe of ours.

And in case you wondered just how we know all this, we have it on the best authority: the people who are doing it — the only ones, given the obvious need for secrecy, capable of judging just how moral, elevated, and remarkable their own work is.  They deserve our congratulations, but if we’re too distracted to give it to them, they are quite capable of high-fiving themselves.

We’re talking, in particular, about the use by the Obama administration (and the Bush administration before it) of a growing armada of remotely piloted planes, a.k.a. drones, grimly labeled Predators and Reapers, to fight a nameless, almost planet-wide war (formerly known as the Global War on Terror).  Its purpose: to destroy al-Qaeda-in-wherever and all its wannabes and look-alikes, the Taliban, and anyone affiliated or associated with any of the above, or just about anyone else we believe might imminently endanger our “interests.”

In the service of this war, in the midst of a perpetual state of war and of wartime, every act committed by these leaders is, it turns out, absolutely, totally, and completely legal.  We have their say-so for that, and they have the documents to prove it, largely because the best and most elevated legal minds among them have produced that documentation in secret. (Of course, they dare not show it to the rest of us, lest lives be endangered.)

By their own account, they have, in fact, been covertly exceptional, moral, and legal for more than a decade (minus, of course, the odd black site and torture chamber) — so covertly exceptional, in fact, that they haven’t quite gotten the credit they deserve.  Now, they would like to make the latest version of their exceptional mission to the world known to the rest of us.  It is finally in our interest, it seems, to be a good deal better informed about America’s covert wars in a year in which the widely announced “covert” killing of Osama bin Laden in Pakistan is a major selling point in the president’s reelection campaign.

No one should be surprised.  There was always an “overt” lurking in the “covert” of what now passes for “covert war.”  The CIA’s global drone assassination campaign has long been a bragging point in Washington, even if it couldn’t officially be discussed directly before, say, Congress.  The covertness of our drone wars in the Pakistani tribal borderlands, Somalia, Yemen, and elsewhere really turns out to have less to do with secrecy – just about every covert drone strike is reported, sooner or later, in the media — than assuring two administrations that they could pursue their drone wars without accountability to anyone.

A Classic of Self-Congratulation

Recently, top administration officials seem to be fanning out to offer rare peeks into what’s truly on-target and exceptional about America’s drone wars. In many ways, these days, American exceptionalism is about as unexceptional as apple pie.  It has, for one thing, become the everyday language of the presidential campaign trail.  And that shouldn’t surprise us either.  After all, great powers and their leaders tend to think well of themselves.  The French had their “mission civilisatrice,” the Chinese had the “mandate of heaven,” and like all imperial powers they inevitably thought they were doing the best for themselves and others, sadly benighted, in this best of all possible worlds.

Sometimes, though, the American version of this does seem… I hate to use the word, but exceptional.  If you want to get a taste of just what this means, consider as Exhibit One a recent speech by the president’s counterterrorism “tsar,” John Brennan, at the Woodrow Wilson International Center for Scholars.  According to his own account, he was dispatched to the center by President Obama to provide greater openness when it comes to the administration’s secret drone wars, to respond to critics of the drones and their legality, and undoubtedly to put a smiley face on drone operations generally.

Ever since the Puritan minister John Winthrop first used the phrase in a sermon on shipboard on the way to North America, “a city upon a hill” has caught something of at least one American-style dream — a sense that this country’s fate was to be a blessed paragon for the rest of the world, an exception to every norm.  In the last century, it became “a shining city upon a hill” and was regularly cited in presidential addresses.

Whatever that “city,” that dream, was once imagined to be, it has undergone a largely unnoticed metamorphosis in the twenty-first century.  It has become — even in our dreams — an up-armored garrison encampment, just as Washington itself has become the heavily fortified bureaucratic heartland of a war state.  So when Brennan spoke, what he offered was a new version of American exceptionalism: the first “shining drone upon a hill” speech, which also qualifies as an instant classic of self-congratulation.

Never, according to him, has a country with such an advanced weapon system as the drone used it quite so judiciously, quite so — if not peacefully — at least with the sagacity and skill usually reserved for the gods.  American drone strikes, he assured his listeners, are “ethical and just,” “wise,” and “surgically precise” — exactly what you’d expect from a country he refers to, quoting the president, as the preeminent “standard bearer in the conduct of war.”

Those drone strikes, he assured his listeners, are based on staggeringly “rigorous standards” involving the individual identification of human targets. Even when visited on American citizens outside declared war zones, they are invariably “within the bounds of the law,” as you would expect of the preeminent “nation of laws.”

The strikes are never motivated by vengeance, always target someone known to us as the worst of the worst, and almost invariably avoid anyone who is even the most mediocre of the mediocre.  (Forget the fact that, as Greg Miller of the Washington Post reported, the CIA has recently received permission from the president to launch drone strikes in Yemen based only on the observed “patterns of suspicious behavior” of groups of unidentified individuals, as was already true in the Pakistani tribal borderlands.)

Yes, in such circumstances innocents do unfortunately die, even if unbelievably rarely — and for that we couldn’t be more regretful.  Such deaths, however, are in some sense salutary, since they lead to the most rigorous reviews and reassessments of, and so improvements in, our actions. “This too,” Brennan assured his audience, “is a reflection of our values as Americans.”

“I would note,” he added, “that these standards, for identifying a target and avoiding… the loss of lives of innocent civilians, exceed what is required as a matter of international law on a typical battlefield.  That’s another example of the high standards to which we hold ourselves.”

And that’s just a taste of the tone and substance of the speech given by the president’s leading counterterrorism expert, and in it he’s no outlier.  It catches something about an American sense of self at this moment.  Yes, Americans may be ever more down on the Afghan war, but like their leaders, they are high on drones.  In a FebruaryWashington Post/ABC News poll, 83 percent of respondents supported the administration’s use of drones.  Perhaps that’s not surprising either, since the drones are generally presented here as the coolest of machines, as well as cheap alternatives (in money and lives) to sending more armies onto the Eurasian mainland.

Predator Nation

In these last years, this country has pioneered the development of the most advanced killing machines on the planet for which the national security state has plans decades into the future.  Conceptually speaking, our leaders have also established their “right” to send these robot assassins into any airspace, no matter the local claims of national sovereignty, to take out those we define as evil or simply to protect American interests.  On this, Brennan couldn’t be clearer.  In the process, we have turned much of the rest of the planet into what can only be considered an American free-fire zone.

We have, in short, established a remarkably expansive set of drone-war rules for the global future.  Naturally, we trust ourselves with such rules, but there is a fly in the ointment, even as the droniacs see it.  Others far less sagacious, kindly, lawful, and good than we are do exist on this planet and they may soon have their own fleets of drones.  About 50 countries are today buying or developing such robotic aircraft, including Russia, China, and Iran, not to speak of Hezbollah in Lebanon.  And who knows what terror groups are looking into suicide drones?

As the Washington Post’s David Ignatius put it in a column about Brennan’s speech: “What if the Chinese deployed drones to protect their workers in southern Sudan against rebels who have killed them in past attacks? What if Iran used them against Kurdish separatists they regard as terrorists? What if Russia used them over Chechnya? What position would the United States take, and wouldn’t it be hypocritical if it opposed drone attacks by other nations that face ‘imminent’ or ‘significant’ threats?”

This is Washington’s global drone conundrum as seen from inside the Beltway.  These are the nightmarish scenarios even our leaders can imagine others producing with their own drones and our rules.  A deeply embedded sense of American exceptionalism, a powerful belief in their own special, self-evident goodness, however, conveniently blinds them to what they are doing right now.  Looking in the mirror, they are incapable of seeing a mask of death.  And yet our proudest export at present, other than Hollywood superhero films, may be a stone-cold robotic killer with a name straight out of a horror movie.

Consider this as well: those “shining drones” launched on campaigns of assassination and slaughter are increasingly the “face” that we choose to present to the world.  And yet it’s beyond us why it might not shine for others.

In reality, it’s not so hard to imagine what we increasingly look like to those others: a Predator nation.  And not just to the parents and relatives of the more than 160 children the Bureau of Investigative Journalism has documented as having died in U.S. drone strikes in Pakistan.  After all, war is now the only game in town.  Peace?  For the managers of our national security state, it’s neither a word worth mentioning, nor an imaginable condition.

In truth, our leaders should be in mourning for whatever peaceful dreams we ever had.  But mention drones and they light up.  They’re having a love affair with those machines.  They just can’t get enough of them or imagine their world or ours without them.

What they can’t see in the haze of exceptional self-congratulation is this: they are transforming the promise of America into a promise of death. And death, visited from the skies, isn’t precise. It isn’t glorious. It isn’t judicious. It certainly isn’t a shining vision.  It’s hell.  And it’s a global future for which, someday, no one will thank us.

Take off your hat. Taps is playing. Almost four decades late, the Vietnam War and its post-war spawn, the Vietnam Syndrome, are finally heading for their American grave.  It may qualify as the longest attempted burial in history.  Last words — both eulogies and curses — have been offered too many times to mention, and yet no American administration found the silver bullet that would put that war away for keeps.

Richard Nixon tried to get rid of it while it was still going on by “Vietnamizing” it.  Seven years after it ended, Ronald Reagan tried to praise it into the dustbin of history, hailing it as “a noble cause.” Instead, it morphed from a defeat in the imperium into a “syndrome,” an unhealthy aversion to war-making believed to afflict the American people to their core.

A decade later, after the U.S. military smashed Saddam Hussein’s army in Kuwait in the First Gulf War, George H.W. Bush exulted that the country had finally “kicked the Vietnam Syndrome once and for all.” As it turned out, despite the organization of massive “victory parades” at home to prove that this hadn’t been Vietnam redux, that war kicked back.  Another decade passed and there were H.W.’s son W. and his advisors planning the invasion of Iraq through a haze of Vietnam-constrained obsessions.

W.’s top officials and the Pentagon would actually organize the public relations aspect of that invasion and the occupation that followed as a Vietnam opposite’s game — no “body counts” to turn off the public, plenty of embedded reporters so that journalists couldn’t roam free and (as in Vietnam) harm the war effort, and so on. The one thing they weren’t going to do was lose another war the way Vietnam had been lost. Yet they managed once again to bog the U.S. military down in disaster on the Eurasian mainland, could barely manage to win a heart or a mind, and even began issuing body counts of the enemy dead.

“We don’t do body counts,” General Tommy Franks, Afghan War commander, had insisted in 2001, and as late as November 2006, the president was still expressing his irritation about Iraq to a group of conservative news columnists this way: “We don’t get to say that — a thousand of the enemy killed or whatever the number was. It’s happening. You just don’t know it.”  The problem, he explained, was: “We have made a conscious effort not to be a body count team” (à la Vietnam). And then, of course, those body counts began appearing.

Somehow, over the endless years, no matter what any American president tried, The War — that war — and its doppelganger of a syndrome, a symbol of defeat so deep and puzzling Americans could never bear to fully take it in, refused to depart town. They were the ghosts on the battlements of American life, representing — despite the application of firepower of a historic nature — a defeat by a small Asian peasant land so unexpected that it simply couldn’t be shaken, nor its “lessons” learned.

National Security Advisor Henry Kissinger was typical at the time in dismissing North Vietnam in disgust as “a little fourth rate power,” just as Chairman of the Joint Chiefs Admiral Thomas Moorer would term it “a third-rate country with a population of less than two counties in one of the 50 states of the United States.” All of which made its victory, in some sense, beyond comprehension.

A Titleholder for Pure, Long-Term Futility

That was then. This is now and, though the frustration must seem familiar, Washington has gotten itself into a situation on the Eurasian mainland so vexing and perplexing that Vietnam has finally been left in the dust. In fact, if you hadn’t noticed — and weirdly enough no one has — that former war finally seems to have all but vanished.

If you care to pick a moment when it first headed for the exits, when we all should have registered something new in American consciousness, it would undoubtedly have been mid-2010 when the media decided that the Afghan War, then 8½ years old, had superseded Vietnam as “the longest war” in U.S. history. Today, that claim has become commonplace, even though it remains historically dubious (which may be why it’s significant).

Afghanistan is, in fact, only longer than Vietnam if you decide to date the start of the American war there to 1964, when Congress passed the Tonkin Gulf Resolution (in place of an actual declaration of war), or 1965, when American “combat troops” first arrived in South Vietnam. By then, however, there were already 16,000 armed American “advisors” there, Green Berets fighting there, American helicopters flying there. It would be far more reasonable to date America’s war in Vietnam to 1961, the year of its first official battlefield casualty and the moment when the Kennedy administration sent in 3,000 military advisors to join the 900 already there from the Eisenhower years. (The date of the first American death on the Vietnam Wall, however, is 1956, and the first American military man to die in Vietnam — an American lieutenant colonel mistaken by Vietnamese guerrillas for a French officer — was killed in Saigon in 1945.)

Of course, massive U.S. support for the French version of the Vietnam War in the early 1950s could drive that date back further.  Similarly, if you wanted to add in America’s first Afghan War, the CIA-financed anti-Soviet war of the mujahideen from 1980 to 1989, you might once again have a “longest war” competition.

The essential problem in dating wars these days is that we no longer declare them, so they just tend to creep up on us.  In addition, because undeclared war has melded into something like permanent war on the American scene, we might well be setting records every day on the Eurasian mainland — if, for instance, you care to include the First Gulf War and the continued military actions against Saddam Hussein’s Iraq which, after 2001, blended into the Bush administration’s Global War on Terror, its invasion of Afghanistan, and then, of course, Iraq (again).

For those who want a definitive “longest,” however, the latest news is promising.  Obama administration negotiations with Afghan President Hamid Karzai’s government are reportedly close to complete. The two sides are expected to arrive at a “strategic partnership” agreement leaving U.S. forces (trainers, advisors, special operations troops and undoubtedly scads of private contractors) ensconced on bases in Afghanistan well beyond 2014.  If such official desire becomes reality, then the Vietnam record might indeed be at an end.

What’s important, however, isn’t which war holds the record, but that media urge in 2010 to anoint Afghanistan the titleholder for pure long-term futility.  In retrospect, that represented a changing-of-the-guard moment.

Now, skip ahead almost two years and consider what’s missing in action today.  After all, dealing with the Afghan War in Vietnam-analogy terms right now would be like lining up ducks at a shooting gallery.  Just take a run through the essential Vietnam War checklist: there’s “quagmire” (check!); dropping the idea of winning “hearts and minds” (check!); the fact that we’ve entered the “Afghanization” phase of the war, with endless rosy prognostications about, followed by grim reports on, the training of the Afghan army to replace U.S. combat troops (check!).

There are those sagging public opinion polls about the war, dropping steadily into late-Vietnam territory (check!); the continued insistence of American military officials that “progress” is being made in the face of disaster and disintegration (not quite “light at the end of the tunnel” territory, but nonetheless a check! for sure).

There are those bomb-able, or in our era drone-able, “sanctuaries” across the border (check!); American massacre stories, most recently a one-man version of My Lai (check!); a prickly leader who irritates his American counterparts and is seen as an obstacle to success (check!), and so on — and on and on.

While the Afghan War has always had its many non-Vietnam aspects — geographical, historical, geopolitical and in terms of casualties — anyone could have had a Vietnam field day with the present situation.  At almost any previous moment in the last decades, many undoubtedly would have, and yet what’s striking is that this time around no one has.  Unlike any administration since the Nixon years, nobody in Obama’s crowd now seems to have Vietnam obsessively on the brain.

What was taken as the last significant reference to the war from a major official came from Bush holdover Secretary of Defense Robert Gates.  In February 2011, four months before he left the Pentagon, Gates gave a “farewell” address at West Point in which he told the cadets, “[I]n my opinion, any future defense secretary who advises the president to again send a big American land army into Asia or into the Middle East or Africa should ‘have his head examined,’ as General MacArthur so delicately put it.”  This, press reports incorrectly claimed, was that general’s Vietnam advice for President Kennedy in 1961.  (The statement Gates quoted, however, was made in 1950 after the North Koreans invaded South Korea.)

A Vietnam Analogy Memorial

Since then, Washington generally seems to have dropped Vietnam through the memory hole.  Well-connected pundits seldom mention its example any more.  Critics have generally stopped using it to anathematize the ongoing war in Afghanistan.  In a wasteland of growing disasters, that war now seems to have gained full recognition as a quagmire in its own right. No help needed.

And yet I did find one recent exception to the general rule.  Let me offer it here as my own memorial to the Vietnam analogy. Recently in a news briefing, U.S. war commander in Afghanistan General John Allen tried to offer context for a phenomenon that seems close to unique in modern history. (You might have to go back to the Sepoy Rebellion in British India of the nineteenth century to find its like.)  Afghan “allies” in police or army uniforms have been continually blasting away American and NATO soldiers they live and work with — something now common enough to have its own military term: “green on blue” violence.  In doing so, Allen made a passing comment that might be thought of as the last Vietnam War analogy of our era.  “I think it is a characteristic of counterinsurgencies that we’ve experienced before,” he said.  “We experienced these in Iraq.  We experienced them in Vietnam… It is a characteristic of this kind of warfare.”

How appropriate that, almost 40 years later, the general, who was still attending the U.S. Naval Academy when Vietnam ended, evidently remembers that war about as accurately as he might recall the War of 1812.  In fact, Vietnamese allies did not regularly, or even rarely, turn their guns on their American allies.  In the far more “fratricidal” acts of that era, what might then have been termed “khaki on khaki” violence, the “Afghans” of the moment were American troops who reasonably regularly committed acts of violence — called “fragging” for the fragmentation grenades of the period — against their own officers.  (“Word of the deaths of officers will bring cheers at troop movies or in bivouacs of certain units,” wrote Marine historian Col. Robert Heinl, Jr., in 1971.  “In one such division… fraggings during 1971 have been authoritatively estimated to be running about one a week.”)

Still, credit must be given.  Increasingly poorly remembered, Vietnam is now one for the ages.  After so many years, Afghanistan has finally emerged as a quagmire beholden to no other war.  What an achievement!  Our moment, Afghanistan included, has proven so extreme, so disastrous, that it’s finally put the unquiet ghost of Vietnam in its grave.  And here’s the miracle: it has all happened without anyone in Washington grasping the essence of that now-ancient defeat, or understanding a thing.

The “lessons of Vietnam,” fruitlessly discussed for five decades, taught Washington so little that it remains trapped in a hopeless war on the Eurasian mainland, continues to pursue a military-first policy globally that might even surprise American leaders of the Vietnam era, has turned the planet into a “free fire zone,” and considers military power its major asset, a first not a last resort, and the Pentagon the appropriate place to burn its national treasure.

After Vietnam, the U.S. at least took a few years to lick its wounds.  Now, it just ramps up the latest military flavor of the month — at the moment, special operations forces and drones — elsewhere.

Call it not the fog, but the smog of war.

And in case you haven’t noticed, the vans are already on the block.  The Afghan Syndrome is moving into the neighborhood and the welcome wagons are out.

The final unraveling of Afghanistan?

The massive anti-Quran-burning protests may mark the beginning of the end of America's military misadventure

Is it all over but the (anti-American) shouting — and the killing? Are the exits finally coming into view?

Sometimes, in a moment, the fog lifts, the clouds shift, and you can finally see the landscape ahead with startling clarity. In Afghanistan, Washington may be reaching that moment in a state of panic, horror and confusion. Even as an anxious U.S. commander withdrew American and NATO advisors from Afghan ministries around Kabul last weekend — approximately 300, military spokesman James Williams tells TomDispatch — the ability of American soldiers to remain on giant fortified bases eating pizza and fried chicken into the distant future is not in doubt.

No set of Taliban guerrillas, suicide bombers or armed Afghan “allies” turning their guns on their American “brothers” can alter that — not as long as Washington is ready to bring the necessary supplies into semi-blockaded Afghanistan at staggering cost. But sometimes that’s the least of the matter, not the essence of it. So if you’re in a mood to mark your calendars, late February 2012 may be the moment when the end game for America’s second Afghan War, launched in October 2001, was initially glimpsed.

Amid the reportage about the recent explosion of Afghan anger over the torching of Qurans in a burn pit at Bagram Air Base, there was a tiny news item that caught the spirit of the moment. As anti-American protests (and the deaths of protestors) mounted across Afghanistan, the German military made a sudden decision to immediately abandon a 50-man outpost in the north of the country.

True, they had planned to leave it a few weeks later, but consider the move a tiny sign of the increasing itchiness of Washington’s NATO allies. The French have shown a similar inclination to leave town since, earlier this year, four of their troops were blown away (and 16 wounded) by an Afghan army soldier, as three others had been shot down several weeks before by another Afghan in uniform. Both the French and the Germans have also withdrawn their civilian advisors from Afghan government institutions in the wake of the latest unrest.

Now, it’s clear enough: the Europeans are ready to go. And that shouldn’t be surprising. After all, we’re talking about NATO — the North Atlantic Treaty Organization — whose soldiers found themselves in distant Afghanistan in the first place only because, since World War II, with the singular exception of French President Charles de Gaulle in the 1960s, European leaders have had a terrible time saying “no” to Washington. They still can’t quite do so, but in these last months it’s clear which way their feet are pointed.

Which makes sense. You would have to be blind not to notice that the American effort in Afghanistan is heading into the tank.

The surprising thing is only that the Obama administration, which recently began to show a certain itchiness of its own — speeding up withdrawal dates and lowering the number of forces left behind — remains remarkably mired in its growing Afghan disaster. Besieged by demonstrators there, and at home by Republican presidential hopefuls making hay out of a situation from hell, its room to maneuver in an unraveling, increasingly chaotic situation seems to grow more limited by the day.

Sensitivity Training

The Afghan War shouldn’t be the world’s most complicated subject to deal with. After all, the message is clear enough. 11 years in, if your forces are still burning Qurans in a deeply religious Muslim country, it’s way too late and you should go.

Instead, the U.S. command in Kabul and the administration back home have proceeded to tie themselves in a series of bizarre knots, issuing apologies, orders and threats to no particular purpose as events escalated. Soon after the news of the Quran burning broke, for instance, General John R. Allen, the U.S. war commander in Afghanistan, issued orders that couldn’t have been grimmer (or more feeble) under the circumstances. Only a decade late, he directed that all U.S. military personnel in the country undergo 10 days of sensitivity “training in the proper handling of religious materials.”

Sensitivity, in case you hadn’t noticed at this late date, has not been an American strong suit there. In the headlines in the last year, for instance, were revelations about the 12-soldier “kill team” that “hunted” Afghan civilians “for sport,” murdered them, and posed for demeaning photos with their corpses.  There were the four wisecracking U.S. Marines who videotaped themselves urinating on the bodies of dead Afghans — whether civilians or Taliban guerrillas is unknown — with commentary (“Have a good day, buddy… Golden — like a shower”).  There was also that sniper unit proudly sporting a Nazi SS banner in another photographed incident and the U.S. combat outpost named “Aryan.” And not to leave out the allies, there were the British soldiers who were filmed “abusing” children.

And that’s just the tip of the iceberg when it comes to how Afghans have often experienced the American and NATO occupation of these last years. To take but one example that recently caused outrage, there were the eight shepherd boys, aged six to 18, slaughtered in a NATO air strike in Kapisa Province in northern Afghanistan (with the usual apology and forthcoming “investigation,” as well as claims, denied by Afghans who also investigated, that the boys were armed).

More generally, there are the hated night raids launched by special operations forces that break into Afghan homes, cross cultural boundaries of every sort, and sometimes leave death in their wake.  Like errant American and NATO air operations, which have been commonplace in these war years, they are reportedly deeply despised by most Afghans.

All of these, in turn, have been protested again and again by Afghan President Hamid Karzai.  He has regularly demanded that the U.S. military cease them (or bring them under Afghan control). Being the president of Afghanistan, however, he has limited leverage and so American officials have paid little attention to his complaints or his sense of what Afghans were willing to take.

The results are now available for all to see in an explosion of anger spreading across the country. How far this can escalate and how long it can last no one knows.  But recent experience indicates that, once a population heads for the streets, anything can happen.  All of this could, of course, peter out, but with more than 30 protesters already dead, it could also take on a look reminiscent of the escalating civil war in Syria — including, as has already happened on a small scale in the past, whole units of Afghan security forces defecting to the Taliban.

Unfolding events have visibly overwhelmed and even intimidated the Americans in charge. However, as religious as the country may be and holy as the Quran may be considered, what’s happened cannot be fully explained by the book burning.  It is, in truth, an explosion a decade in coming.

Precursors and Omensstrong

After the grim years of Taliban rule, when the Americans arrived in Kabul in November 2001, liberation was in the air. More than 10 years later, the mood is clearly utterly transformed and, for the first time, there are reports of “Taliban songs” being sung at demonstrations in the streets of the capital. Afghanistan is, as the New York Times reported last weekend (using language seldom seen in American newspapers) “a religious country fed up with foreigners”; or as Laura King of the Los Angeles Times put it, there is now “a visceral distaste for Western behavior and values” among significant numbers of Afghans.

Years of pent up frustration, despair, loathing and desperation are erupting in the present protests. That this was long on its way can’t be doubted.

Among the more shocking events in the wake of the Quran burnings was the discovery in a room in the heavily guarded Afghan Interior Ministry in Kabul of the bodies of an American lieutenant colonel and major, each evidently executed with a shot in the back of the head while at work.  The killer, who worked in the ministry, was evidently angered by the Quran burnings and possibly by the way the two Americans mocked Afghan protesters and the Quran itself.  He escaped.  The Taliban (as in all such incidents) quickly took responsibility, though it may not have been involved at all.

What clearly rattled the American command, however, and led them to withdraw hundreds of advisors from Afghan ministries around Kabul was that the two dead officers were “inside a secure room” that bars most Afghans. It was in the ministry’s command and control complex. (By the way, if you want to grasp some of the problems of the last decade just consider that the Afghan Interior Ministry includes an area open to foreigners, but not to most Afghans who work there.)

As the New York Times put it, the withdrawal of the advisors was “a clear sign of concern that the fury had reached deeply into even the Afghan security forces and ministries working most closely with the coalition.” Those two dead Americans were among four killed in these last days of chaos by Afghan “allies.”  Meanwhile, the Taliban urged Afghan police and army troops, some of whom evidently need no urging, to attack U.S. military bases and American or NATO forces.

Two other U.S. troops died outside a small American base in Nangarhar Province near the Pakistani border in the midst of an Afghan demonstration in which two protestors were also killed.  An Afghan soldier gunned the Americans down and then evidently escaped into the crowd of demonstrators. Such deaths, in a recent Washington Post piece, were termed “fratricide,” though that perhaps misconstrues the feelings of many Afghans, who over these last years have come to see the Americans as occupiers and possibly despoilers, but not as brothers.

Historically unprecedented in the modern era is the way, in the years leading up to this moment, Afghans in police and army uniforms have repeatedly turned their weapons on American or NATO troops training, working with, or patrolling with them.  Barely more than a week ago, for instance, an Afghan policeman killed the first Albanian soldier to die in the war.  Earlier in the year, there were those seven dead French troops.  At least 36 U.S. and NATO troops have died in this fashion in the past year.  Since 2007, there have been at least 47 such attacks.  These have been regularly dismissed as “isolated incidents” of minimal significance by U.S. and NATO officials and, unbelievably enough, are still being publicly treated that way.

Yet not in Iraq, nor during the Vietnam War, nor the Korean conflict, nor even during the Philippine Insurrection at the turn of the twentieth century were there similar examples of what once would have been called “native troops” turning on those training, paying for and employing them.  You would perhaps have to go back to the Sepoy Rebellion, a revolt by Indian troops against their British officers in 1857, for anything comparable.

In April 2011, in the most devastating of these incidents, an Afghan air force colonel murdered nine U.S. trainers in a heavily guarded area of Kabul International Airport.  He was reportedly angry at Americans generally and evidently not connected to the Taliban.  And consider this an omen of things to come: his funeral in Kabul was openly attended by 1,500 mourners.

Put in the most practical terms, the Bush and now Obama administrations have been paying for and training an Afghan security force numbering in the hundreds of thousands — to the tune of billions dollars annually ($11 billion last year alone).  They are the ones to whom the American war is to be “handed over” as U.S. forces are drawn down.  Now, thanks either to Taliban infiltration, rising anger, or some combination of the two, it’s clear that any American soldier who approaches a member of the Afghan security forces to “hand over” anything takes his life in his hands.  No war can be fought under such circumstances for very long.

Apologies, Pleas and Threats

So don’t say there was no warning, or that Obama’s top officials shouldn’t have been prepared for the present unraveling. But when it came, the administration and the military were caught desperately off guard and painfully flatfooted.

In fact, through repeated missteps and an inability to effectively deal with the fallout from the Quran-burning incident, Washington now finds itself trapped in a labyrinth of investigations, apologies, pleas and threats.  Events have all but overwhelmed the administration’s ability to conduct an effective foreign policy.  Think of it instead as a form of diplomatic pinball in which U.S. officials and commanders bounce from crisis to crisis with a limited arsenal of options and a toxic brew of foreign and domestic political pressures at play.

How did the pace get quite so dizzying?  Let’s start with those dead Afghan shepherd boys.  On February 15th, the U.S.-led International Security Force (ISAF) “extended its deep regret to the families and loved ones of several Afghan youths who died during an air engagement in Kapisa province Feb 8.”  According to an official press release, ISAF insisted, as in so many previous incidents, that it was “taking appropriate action to ascertain the facts, and prevent similar occurrences in the future.”

The results of the investigation were still pending five days later when Americans in uniform were spotted by Afghan workers tossing those Qurans into that burn pit at Bagram Air Base.  The Afghans rescued several and smuggled them — burnt pages and all — off base, sparking national outrage.  Almost immediately, the next act of contrition came forth.  “On behalf of the entire International Security Assistance Force, I extend my sincerest apologies to the people of Afghanistan,” General Allen announced the following day. At the same time, in a classic case of too-little, too-late, he issued that directive for training in “the proper handling of religious materials.”

That day, White House Press Secretary Jay Carney was on the same page, telling reporters that the burning of the Muslim holy books was “deeply unfortunate,” but not indicative of the Americans’ feelings toward the religious beliefs of the Afghan people. “Our military leaders have apologized… for these unintentional actions, and ISAF is undertaking an investigation to understand what happened and to ensure that steps are taken so that incidents like this do not happen again.”

On February 22nd, an investigation of the Quran burnings by a joint ISAF-Afghan government team commenced.  “The purpose of the investigation is to discover the truth surrounding the events which resulted in this incident,” Allen said. “We are determined to ascertain the facts, and take all actions necessary to ensure this never happens again.”

The next day, as Afghan streets exploded in anger, Allen called on “everyone throughout the country — ISAF members and Afghans — to exercise patience and restraint as we continue to gather the facts surrounding Monday night’s incident.”

That very same day, Allen’s commander-in-chief sent a letter to Afghan President Hamid Karzai that included an apology, expressing “deep regret for the reported incident.” “The error was inadvertent,’’ President Obama wrote. “I assure you that we will take the appropriate steps to avoid any recurrence, to include holding accountable those responsible.’’

Obama’s letter drew instant fire from Republican presidential candidates, most forcefully former House speaker Newt Gingrich, who called it an “outrage” and demanded instead that President Karzai issue an apology for the two Americans shot down by an Afghan soldier.  (Otherwise, he added, “we should say goodbye and good luck.”)

Translated into Washingtonese, the situation now looked like this: a Democratic president on the campaign trail in an election year who apologizes to a foreign country has a distinct problem. Two foreign countries? Forget it.

As a result, efforts to mend crucial, if rocky, relations with Pakistan were thrown into chaos. Because of cross-border U.S. air strikes in November which killed 24 Pakistani soldiers, ties between the two countries were already deeply frayed and Pakistan was still blocking critical resupply routes for the war in Afghanistan.  With American war efforts suffering for it and resupply costs sky-high, the U.S. government had put together a well-choreographed plan to smooth the waters.

General Martin Dempsey, Chairman of the Joint Chiefs of Staff, was to issue a formal apology to Pakistan’s army chief.  Secretary of State Hillary Clinton would then follow up with a similar apology to her Pakistani counterpart.

Fearing further Republican backlash, however, the Obama administration quickly altered its timetable, putting off the apology for at least several more weeks, effectively telling the Pakistanis that any regrets over the killing of their troops would have to wait for a time more convenient to the U.S. election cycle.

Trading apologies to Afghans for those to Pakistanis, however, turned out to mean little on the streets of Afghanistan, where even in non-Taliban areas of the country, chants of “Death to America!” were becoming commonplace.  “Just by saying ‘I am sorry,’ nothing can be solved,” protester Wali Mohammed told the New York Times. “We want an open trial for those infidels who have burned our Holy Quran.”

And his response was subdued compared to that of Mohammed Anwar, an officer with the U.S.-allied Afghan police.  “I will take revenge from the infidels for what they did to our Holy Quran, and I will kill them whenever I get the chance,” he said. “I don’t care about the job I have.”

A day later, when Anwar’s words were put into action by someone who undoubtedly had similar feelings, General Allen announced yet another investigation, this time with tough talk, not apologies, following.  “I condemn today’s attack at the Afghan Ministry of Interior that killed two of our coalition officers, and my thoughts and prayers are with the families and loved ones of the brave individuals lost today,” he said in a statement provided to TomDispatch by ISAF. “We are investigating the crime and will pursue all leads to find the person responsible for this attack. The perpetrator of this attack is a coward whose actions will not go unanswered.”

Allen also took the unprecedented step of severing key points of contact with America’s Afghan allies.  “For obvious force protection reasons, I have also taken immediate measures to recall all other ISAF personnel working in ministries in and around Kabul.”

Unable to reboot relations with allies in Islamabad due to the unrest in Afghanistan (which was, in fact, already migrating across the border), the U.S. now found itself partially severing ties with its “partners” in Kabul as well.  Meanwhile, back home, Gingrich and others raised the possibility of severing ties with President Karzai himself.  In other words, the heat was rising in both the White House and the Afghan presidential palace, while any hope of controlling events elsewhere in either country was threatening to disappear.

As yet, the U.S. military has not taken the next logical step: barring whole categories of Afghans from American bases.  “There are currently no discussions ongoing about limiting access to ISAF bases to our Afghan partners,” an ISAF spokesperson assured TomDispatch, but if the situation worsens, expect such discussions to commence.

The Beginning of the End?

As the Quran burning scandal unfolded, TomDispatch spoke to Raymond F. Chandler III, the Sergeant Major of the U.S. Army, the most senior enlisted member of that service.  “Are there times that things happen that don’t go exactly the way we want or that people act in an unprofessional manner? Absolutely. It’s unfortunate,” he said. “We have a process in place to ensure that when those things don’t happen we conduct an investigation and hold people accountable.”

In Afghan eyes over the last decade, however, it’s accountability that has been sorely lacking, which is why many now in the streets are demanding not just apologies, but a local trial and the death penalty for the Quran burners. Although ISAF’s investigation is ongoing, its statements already indicate that it has concluded the book burnings were accidental and unintentional. This ensures one thing: those at fault, whom no American administration could ever afford to turn over to Afghans for trial anyway, will receive, at best, a slap on the wrist — and many Afghans will be further outraged.

In other words, twist and turn as they might, issue what statements they will, the Americans are now remarkably powerless in the Afghan context to stop the unraveling. Quite the opposite: their actions are guaranteed to ensure further anger among their Afghan “allies.”

Chandler, who was in Afghanistan last year and is slated to return in the coming months, said that he believed the United States was winning there, albeit with caveats. “Again, there are areas in Afghanistan where we have been less successful than others, but each one of those provinces, each one of those districts has their own set of conditions tied with the Afghan people, the Afghan government’s criteria for transition to the Afghan army and the Afghan national police, the Afghan defense forces, and we’re committed to that.” He added that the Americans serving there were “doing absolutely the best possible under the conditions and the environment.”

It turns out, however, that in Afghanistan today the “best” has not been sufficient. With even some members of the Afghan parliament now calling for jihad against Washington and its coalition allies, radical change is in the air. The American position is visibly crumbling. “Winning” is a distant, long-faded fantasy, defeat a rising reality.

Despite its massive firepower and staggering base structure in Afghanistan, actual power is visibly slipping away from the United States.  American officials are already talking about not panicking (which indicates that panic is indeed in the air). And in an election year, with the Obama administration’s options desperately limited and what goals it had fast disappearing, it can only brace itself and hope to limp through until November 2012.

The end game in Afghanistan has, it seems, come into view, and after all these fruitless, bloody years, it couldn’t be sadder. Saddest of all, so much of the blood spilled has been for purposes, if they ever made any sense, that have long since disappeared into the fog of history.

Obama’s “mission accomplished” moment?

At the Pentagon, the president whitewashes the Afghan war and looks to continue a disastrous military-first policy

Here’s the way it actually went down in Washington last week: a triumphant performance by a commander-in-chief who wants you to know that he’s at the top of his game.

When it came to rolling out a new 10-year plan for the future of the U.S. military, the leaks to the media began early and the message was clear. One man is in charge of your future safety and security. His name is Barack Obama. And — not to worry — he has things in hand.

Unlike the typical president, so the reports went, he held six (count ‘em: six!) meetings with top Pentagon officials, the Joint Chiefs, the service heads and his military commanders to plan out the next decade of American war making. And he was no civilian bystander at those meetings either. On a planet where no other power has more than two aircraft carriers in service, he personally nixed a Pentagon suggestion that the country’s aircraft carrier battle groups be reduced from 11 to 10, lest China think our power-projection capabilities were weakening in Asia.

His secretary of defense, Leon Panetta, spared no words when it came to the president’s role, praising his “vision and guidance and leadership” (as would Chairman of the Joint Chiefs General Martin E. Dempsey). Panetta described Obama’s involvement thusly: “[T]his has been an unprecedented process, to have the president of the United States participate in discussions involving the development of a defense strategy, and to spend time with our service chiefs and spend time with our combatant commanders to get their views.”

In other words, Obama taking ownership of the rollout of “Sustaining U.S. Global Leadership: Priorities for 21st Century Defense,” a 16-page document summarizing a review of America’s strategic interests, defense priorities and military spending. Its public unveiling was to reflect the steady hand of a commander-in-chief destined to be in charge of American security for years to come.

The president even made a “rare visit” to the Pentagon. There, he was hailed as the first occupant of the Oval Office ever to make comments, no less present a new “more realistic” strategic guidance document, from its press office. All of this, in turn, was billed as introducing “major change” into the country’s military stance, leading to (shades of former Secretary of Defense Donald Rumsfeld) a “leaner, meaner” force, slimmed down and recalibrated for economic tough times and a global “moment of transition.”

As political theater, it couldn’t have been smarter. For a president, vulnerable like all Democrats to charges of national security weakness in an election year, it was a chance for great photo ops and headlines. And it left his Republican opponents (Ron Paul, of course, excepted) in the dust, sputtering, fuming and complaining that he was “leading from behind” and “imperiling” the nation.

Even better, in an election season which has mesmerized the media, not a single reporter or pundit seemed to notice that, whatever the new Pentagon plan might mean for the U.S. military globally, it was great domestic politics for a president whose second term was in peril.

Another “Mission Accomplished” Moment?

The actual Pentagon planning document, released the day of the president’s Pentagon appearance, might as well have been written in cuneiform script or hieroglyphics. Just about any military future might have been read into or out of its purposely foggy, not to say impenetrable, pages. That, too, seemed politically canny, offering the president a militarized version of have-your-cake-and-eat-it-too-ism.

While the document only referred to the Pentagon budget-cutting process that had been making headlines for weeks in the most oblique manner, the briefings offered by the president, the secretary of defense and other top officials highlighted those “cuts”: $487 billion over the next decade. It was the sort of thing that should have made any deficit hawk’s heart flutter. Yet somehow — a bow to defense hawks? — the same budget, already humongous from an unprecedented 12 straight years of expansion, was, Obama assured his audience, actually slated to keep on growing.

Like a magician pulling the proverbial rabbit from the hat, the president described the situation this way: “Over the next 10 years, the growth in the defense budget will slow, but the fact of the matter is this: It will still grow, because we have global responsibilities that demand our leadership. In fact, the defense budget will still be larger than it was toward the end of the Bush administration.”

This magic trick was only possible because those headlined cuts were to come largely from the Pentagon’s “projected defense spending.” You’ll get the idea if you imagine an obese foodie announcing that he’s going to “diet” by cutting back on his dreams of future feasts, even as he modestly increases his actual caloric intake.

Surrounded by Panetta, Dempsey, the Joint Chiefs and the service secretaries, the president had so much more to offer. Those nasty, unwinnable, nation-building-style counterinsurgency wars “with large military footprints” were now a thing of the past. On them, the tide was, as he so poetically put it, receding. Yes, there would be losers — Army and Marine Corps troop strength was slated to drop by perhaps 80,000 to 100,000 in the coming decade — but weren’t they already the losers of wars no one wanted?

Listening to his presentation and those to follow, you could have been pardoned for imagining that we were already practically out of Afghanistan and looking to a time when everything military would be just cool as hell. In that future, there would be nothing but neat, high-tech military operations (and war toys) to the horizon.

These would include our latest perfect weapon, the pilotless drone; nifty cyberwar-style online combat; plenty of new spy and advanced surveillance gear; and sexy shadow wars, just the thing for “environments where adversaries try to deny us access.” Elite special operations forces — the secret military, cocooned inside the regular military, that took down Osama bin Laden — would be further expanded; and finally, there would be a “pivot to Asia” to confront the planet’s rising superpower, China, by sea and air, leaving all those nasty Arabs and Pashtuns and their messy, ugly guerrilla insurgencies, IEDs and suicide bombers behind.

It couldn’t have sounded cheerier once the media speculation began and it offered something for just about anyone who mattered in imperial Washington. In fact, as sober as Obama looked and as business-like as his surroundings were, if you closed your eyes, you could almost imagine a flight suit and an aircraft carrier deck, for this felt eerily like his “mission accomplished” moment.

Hostilities of the old nasty sort were practically at an end and a new era of high-tech, super-secret, elite warfare was upon us. The future would be so death-of-bin-Laden-ish all the way. It would be safe, secure and glorious in the hands of our reconfigured military and its efficiently reconfigured budget.

Military-First Imperial Realism

This particular reconfiguration also allowed the globe’s last great imperial power to put a smiley face on a decade of military disasters in the Greater Middle East and — for all the clever politics of the moment — to cry uncle in its own fashion. More miraculous yet, it was doing so without giving up its global military dreams.

It was a way of saying that, if the U.S. ever gets itself out of Afghanistan, when it comes to invading and occupying another Muslim land, building hundreds of bases and an embassy the size of the Ritz, and running riot in the name of “nation-building” and democracy: never again — or not for a few decades anyway.

Consider this a form of begrudging imperial realism that managed never to leave behind that essential American stance of garrisoning the planet. In fact, in order to fly all those drones and land all those special operations units, Washington may need more, not less bases globally. And of course, those 11 carrier battle groups are themselves floating bases, massively armed American small towns at sea.

As it happens, though, we already know how this story ends and it’s nothing to write home about. Yes, they’re going with what’s hot, especially those drones. But keep in mind that, only a few years ago, the hottest thing in town was counterinsurgency warfare and its main proponent, General David Petraeus, was being hailed as a new Alexander the Great, Napoleon, or U.S. Grant. And you know what happened there.

Now, counterinsurgency is history. The new hot ticket of the moment, that “revolutionary weapon” of our time — the drone or robotic airplane — is to fit the bill instead. Drones are, without a doubt, technologically remarkable and growing more sophisticated by the year. But air power has historically proved a poor choice if you want to accomplish anything political on the ground. It hardly matters whether those planes in the distant heavens have pilots or not, or whether they can see ants crawl from 20,000 feet and blast them away with precision.

Despite hosannas about the air war in Libya, count on one thing: air power will prove predictably inept when it comes to an American version of “revolutionary” counterterror warfare in the twenty-first century. So much for the limits of realism.

Washington-style realism assumes that we made a few mistakes, which can be rectified with the help of advanced technology and without endangering the military-industrial-crony-capitalist way of life. That’s about as radical as Obama’s Washington is likely to get.

When compared to the Republicans (Ron Paul aside again) storming the rhetorical barricades daily, threatening war with Iran nightly, promising to reinvade Iraq, or swearing that a military budget larger than those of the next 10 countries combined is wussiness itself, the Obama administration’s approach does look like shining realism. Up against this planet as it actually is today, its military-first policies look like wishful thinking.

What Drones Can’t Do

Climate-change advocates sometimes say that we’re on a new planet. (Bill McKibben calls it “Eaarth,” with that ungainly extra “a” to signify an ungainly place that used to be comfy enough for humanity.) It is, they say, a planet under pressure and destabilizing in all sorts of barely imagined ways.

Here’s the strange thing, though. Set aside climate change, and to the passing, modestly apocalyptic eye, this planet still looks as if it were destabilizing. Your three economic powerhouses — the European Union, China and the United States — are all teetering at the edge of interrelated financial crises. The EU seems to be literally destabilizing. It’s now perfectly reasonable to suggest that the present Eurozone may, within years, be Eurozones (or worse). Who knows when European banks, up to their elbows in bad debt, will start to tumble or whole countries like Greece go down (whatever that may mean)?

At the same time, the Chinese, with the hottest economy on the planet, have a housing bubble, which may already be bursting. (Americans should have at least a few passing memories of just what kinds of troubles a popped housing bubble can bring.) And for all we know, the U.S. economy, despite recent headlines about growing consumer confidence and an unemployment rate dropping to 8.5 percent, may be on life support.

As for the rest of the world, it looks questionable as well. The powerhouse Indian economy, like the Brazilian one, is slowing down. Whatever the glories of the Arab Spring, the Middle East is now in tumult and shows no signs of righting itself economically or politically any time soon. And don’t forget the Obama administration’s attempt to ratchet up sanctions on Iranian oil. If things go wrong, that might end up sending energy prices right through the roof and blowing back on the global economy in painful ways. With the major economies of the globe balancing on a pin, the possibility of a spike in those prices thanks to any future U.S./Iran/Israeli crisis should be terrifying.

The globalization types of the 1990s used to sing hymns to the way this planet was morphing into a single economic creature. It’s worth keeping in mind that it remains so in bad times. This year could, of course, be another bumble-through year of protest and tumult, or it could be something much worse. And don’t think that I — a non-economist of the first order — am alone in such fears. The new head of the International Monetary Fund, Christine Lagarde, has been traveling the planet recently making Jeremiah sound like an optimist, suggesting that we could, in fact, be at the edge of another global Great Depression.

But know this: You can buy drones till they’re coming out your ears and they won’t help keep Greece afloat for an extra second. Expand special operations forces to your heart’s content and you still can’t send them into those failing European banks. Take over cyberspace or outer space and you won’t prevent a Chinese housing bubble from bursting. None of the crucial problems on this planet are, in fact, amenable to military solutions, not even by a country willing to pour its treasure into previously unheard of military and national security expenditures.

Over the years, “the perfect storm” came to be a perfectly overused cliché, which is why you don’t see it much any more. But it might be worth dusting off and keeping in reserve this year and next — just in case. After all, when any situation destabilizes, all bets are off, including for a president having his mission accomplished moment. (Just ask John McCain what happened to his 2008 presidential bid when the economy suddenly began to melt down.)

In such a situation, the sort of military-first policy the president has made his own couldn’t be more useless. Maybe it’s time to take out a little insurance. Just not with AIG.

It’s time to admit defeat

If we want to avoid repeating our mistakes, we need to stop whitewashing the disasters in Iraq and Afghanistan

It was to be the war that would establish empire as an American fact.  It would result in a thousand-year Pax Americana.  It was to be “mission accomplished” all the way.  And then, of course, it wasn’t.  And then, almost nine dismal years later, it was over (sorta).

It was the Iraq War, and we were the uninvited guests who didn’t want to go home.  To the last second, despite President Obama’s repeated promise that all American troops were leaving, despite an agreement the Iraqi government had signed with George W. Bush’s administration in 2008, America’s military commanders continued to lobby and Washington continued to negotiate for 10,000 to 20,000 U.S. troops to remain in-country as advisors and trainers.

Only when the Iraqis simply refused to guarantee those troops immunity from local law did the last Americans begin to cross the border into Kuwait.  It was only then that our top officials began to hail the thing they had never wanted, the end of the American military presence in Iraq, as marking an era of “accomplishment.”  They also began praising their own “decision” to leave as a triumph, and proclaimed that the troops were departing with — as the president put it — “their heads held high.”

In a final flag-lowering ceremony in Baghdad, clearly meant for U.S. domestic consumption and well attended by the American press corps but not by Iraqi officials or the local media, Secretary of Defense Leon Panetta spoke glowingly of having achieved “ultimate success.”  He assured the departing troops that they had been a “driving force for remarkable progress” and that they could proudly leave the country “secure in knowing that your sacrifice has helped the Iraqi people begin a new chapter in history, free from tyranny and full of hope for prosperity and peace.”  Later on his trip to the Middle East, speaking of the human cost of the war, he added, “I think the price has been worth it.”

And then the last of those troops really did “come home” — if you define “home” broadly enough to include not just bases in the U.S. but also garrisons in Kuwait, elsewhere in the Persian Gulf and sooner or later in Afghanistan.

On December 14th at Fort Bragg, North Carolina, the president and his wife gave returning war veterans from the 82nd Airborne Division and other units a rousing welcome.  With some in picturesque maroon berets, they picturesquely hooahed the man who had once called their war “dumb.” Undoubtedly looking toward his 2012 campaign, President Obama, too, now spoke stirringly of “success” in Iraq, of “gains,” of his pride in the troops, of the country’s “gratitude” to them, of the spectacular accomplishments achieved as well as the hard times endured by “the finest fighting force in the history of the world,” and of the sacrifices made by our “wounded warriors” and “fallen heroes.”

He praised “an extraordinary achievement nine years in the making,” framing their departure this way: “Indeed, everything that American troops have done in Iraq — all the fighting and all the dying, the bleeding and the building, and the training and the partnering — all of it has led to this moment of success… [W]e’re leaving behind a sovereign, stable and self-reliant Iraq, with a representative government that was elected by its people.”

And these themes — including the “gains” and the “successes,” as well as the pride and gratitude, which Americans were assumed to feel for the troops — were picked up by the media and various pundits.  At the same time, other news reports were highlighting the possibility that Iraq was descending into a new sectarian hell, fueled by an American-built but largely Shiite military, in a land in which oil revenues barely exceeded the levels of the Saddam Hussein era, in a capital city which still had only a few hours of electricity a day, and that was promptly hit by a string of bombings and suicide attacks from an al-Qaeda affiliated group (nonexistent before the invasion of 2003), even as the influence of Iran grew and Washington quietly fretted.

A Consumer Society at War

It’s true that, if you were looking for low-rent victories in a near trillion-dollar war, this time, as various reporters and pundits pointed out, U.S. diplomats weren’t rushing for the last helicopter off an embassy roof amid chaos and burning barrels of dollars.  In other words, it wasn’t Vietnam and, as everyone knew, that was a defeat.  In fact, as other articles pointed out, our — as no fitting word has been found for it, let’s go with — withdrawal was a magnificent feat of reverse engineering, worthy of a force that was a nonpareil on the planet.

Even the president mentioned it.  After all, having seemingly moved much of the U.S. to Iraq, leaving was no small thing.  When the U.S. military began stripping the 505 bases it had built there at the cost of unknown multibillions of taxpayer dollars, it sloughed off $580 million worth of no-longer-wanted equipment on the Iraqis.  And yet it still managed to ship to Kuwait, other Persian Gulf garrisons, Afghanistan and even small towns in the U.S. more than two million items ranging from Kevlar armored vests to port-a-potties.  We’re talking about the equivalent of 20,000 truckloads of materiel.

Not surprisingly, given the society it comes from, the U.S. military fights a consumer-intensive style of war and so, in purely commercial terms, the leaving of Iraq was a withdrawal for the ages.  Nor should we overlook the trophies the military took home with it, including a vast Pentagon database of thumbprints and retinal scans from approximately 10 percent of the Iraqi population.  (A similar program is still underway in Afghanistan.)

When it came to “success,” Washington had a good deal more than that going for it.  After all, it plans to maintain a Baghdad embassy so gigantic it puts the Saigon embassy of 1973 to shame.  With a contingent of 16,000 to 18,000 people, including a force of perhaps 5,000 armed mercenaries (provided by private security contractors like Triple Canopy with its $1.5 billion State Department contract), the “mission” leaves any normal definition of “embassy” or “diplomacy” in the dust.

In 2012 alone, it is slated to spend $3.8 billion, a billion of that on a much criticized police-training program, only 12 percent of whose funds actually go to the Iraqi police.  To be left behind in the “postwar era,” in other words, will be something new under the sun.

Still, set aside the euphemisms and the soaring rhetoric, and if you want a simple gauge of the depths of America’s debacle in the oil heartlands of the planet, consider just how the final unit of American troops left Iraq. According to Tim Arango and Michael Schmidt of the New York Times, they pulled out at 2:30 a.m. in the dead of night.  No helicopters off rooftops, but 110 vehicles setting out in the dark from Contingency Operating Base Adder.  The day before they left, according to the Times reporters, the unit’s interpreters were ordered to call local Iraqi officials and sheiks with whom the Americans had close relations and make future plans, as if everything would continue in the usual way in the week to come.

In other words, the Iraqis were meant to wake up the morning after to find their foreign comrades gone, without so much as a goodbye.  This is how much the last American unit trusted its closest local allies.  After shock and awe, the taking of Baghdad, the mission-accomplished moment, and the capture, trial and execution of Saddam Hussein, after Abu Ghraib and the bloodletting of the civil war, after the surge and the Sunni Awakening movement, after the purple fingers and the reconstruction funds gone awry, after all the killing and the dying, the U.S. military slipped into the night without a word.

If, however, you did happen to be looking for a word or two to capture the whole affair, something less polite than those presently circulating, “debacle” and “defeat” might fit the bill.  The military of the self-proclaimed single greatest power of planet Earth, whose leaders once considered the occupation of the Middle East the key to future global policy and planned for a multi-generational garrisoning of Iraq, had been sent packing.  That should have been considered little short of stunning.

Face what happened in Iraq directly and you know that you’re on a new planet.

Doubling Down on Debacle

Of course, Iraq was just one of our invasions-turned-counterinsurgencies-turned-disasters.  The other, which started first and is still ongoing, may prove the greater debacle.  Though less costly so far in both American lives and national treasure, it threatens to become the more decisive of the two defeats, even though the forces opposing the U.S. military in Afghanistan remain an ill-armed, relatively weak set of minority insurgencies.

As great as was the feat of building the infrastructure for a military occupation and war in Iraq, and then equipping and supplying a massive military force there year after year, it was nothing compared to what the U.S had to do in Afghanistan.  Someday, the decision to invade that country, occupy it, build more than 400 bases there, surge in an extra 60,000 or more troops, masses of contractors, CIA agents, diplomats and other civilian officials, and then push a weak local government to grant Washington the right to remain more or less in perpetuity will be seen as the delusional actions of a Washington incapable of gauging the limits of its power in the world.

Talk about learning curves: Having watched their country fail disastrously in a major war on the Asian mainland three decades earlier, America’s leaders somehow convinced themselves that nothing was beyond the military prowess of the “sole superpower.”  So they sent more than 250,000 American troops (along with all those Burger Kings, Subways and Cinnabons) into two land wars in Eurasia.  The result has been another chapter in a history of American defeat — this time of a power that, despite its pretensions, was not only weaker than in the Vietnam era, but also far weaker than its leaders were capable of imagining.

You would think that, after a decade of watching this double debacle unfold, there might be a full-scale rush for the exits.  And yet the drawdown of U.S. “combat” troops in Afghanistan is not scheduled to be completed until December 31, 2014 (with thousands of advisors, trainers and special operations forces slated to remain behind); the Obama administration is still negotiating feverishly with the government of Afghan President Hamid Karzai on an agreement that — whatever the euphemisms chosen — would leave Americans garrisoned there for years to come; and, as in Iraq in 2010 and 2011, American commanders are openly lobbying for an even slower withdrawal schedule.

Again as in Iraq, in the face of the obvious, the official word couldn’t be peachier.  In mid-December, Secretary of Defense Leon Panetta actually told frontline American troops there that they were “winning” the war.  Our commanders there similarly continue to tout “progress” and “gains,” as well as a weakening of the Taliban grip on the Pashtun heartland of southern Afghanistan, thanks to the flooding of the region with U.S. surge troops and continual, devastating night raids by U.S. special operations forces.

Nonetheless, the real story in Afghanistan remains grim for a squirming former superpower — as it has been ever since its occupation resuscitated the Taliban, the least popular popular movement imaginable. Typically, the U.N. has recently calculated that “security-related events” in the first 11 months of 2011 rose 21 percent over the same period in 2010 (something denied by NATO).  Similarly, yet more resources are being poured into an endless effort to build and train Afghan security forces.  Almost $12 billion went into the project in 2011 and a similar sum is slated for 2012, and yet those forces still can’t operate on their own, nor do they fight particularly effectively (though their Taliban opposites have few such problems).

Afghan police and soldiers continue to desert in droves and the U.S. general in charge of the training operation suggested last year that, to have the slightest chance of success, it would need to be extended through at least 2016 or 2017.  (Forget for a moment that an impoverished Afghan government will be utterly incapable of supporting or financing the forces being created for it.)

The Pashtun-based Taliban, like any classic guerrilla force, has faded away before the overwhelming military of a major power, yet it still clearly has significant control over the southern countryside, and in the last year its acts of violence have spread ever more deeply into the non-Pashtun north.  And if U.S. forces in Iraq didn’t trust their local partners at the moment of departure, Americans in Afghanistan have every reason to be far more nervous.  Afghans in police or army uniforms — some trained by the Americans or NATO, some possibly Taliban guerrillas dressed in outfits bought on the black market — have regularly turned their guns on their putative allies in what’s referred to as “green-on-blue violence.”  As 2011 ended, for instance, an Afghan army soldier shot and killed two French soldiers.  Not long before, several NATO troops were wounded when a man in an Afghan army uniform opened fire on them.

In the meantime, U.S. troop strength is starting to drop; NATO allies look unsteady indeed; and the Taliban, whatever its trials and tribulations, undoubtedly senses that time is on its side.

Depending on the Kindness of Strangers

Weak as the several outfits that make up the Taliban may be, there can be no question that they are preparing to successfully outlast the greatest military power of our time.  And mind you, none of this does more than touch on the debacle that the Afghan War could become.  If you want to judge the full folly of the American war (and gauge the waning of U.S. power globally), don’t even bother to look at Afghanistan.  Instead, check out the supply lines leading to it.

After all, Afghanistan is a landlocked country in Central Asia.  The U.S. is thousands of miles away.  No giant ports-cum-bases as at Cam Ranh Bay in South Vietnam in the 1960s are available to bring in supplies.  For Washington, if the guerrillas it opposes go to war with little more than the clothes on their backs, its military is another matter.  From meals to body armor, building supplies to ammunition, it needs a massive — and massively expensive — supply system.  It also guzzles fuel the way a drunk downs liquor and has spent more than $20 billion in Afghanistan and Iraq annually just on air conditioning.

To keep itself in good shape, it must rely on tortuous supply lines thousands of miles long.  Because of this, it is not the arbiter of its own fate in Afghanistan, though this seems to have gone almost unnoticed for years.

Of all the impractical wars a declining empire could fight, the Afghan one may be the most impractical of all.  Hand it to the Soviet Union, at least its “bleeding wound” — the phrase Soviet leader Mikhail Gorbachev gave to its Afghan debacle of the 1980s — was conveniently next door.  For the nearly 91,000 American troops now in that country, their 40,000 NATO counterparts and thousands of private contractors, the supplies that make the war possible can only enter Afghanistan three ways: perhaps 20 percent come in by air at staggering expense; more than a third arrive by the shortest and cheapest route — through the Pakistani port of Karachi, by truck or train north and then by truck across narrow mountain defiles; and perhaps 40 percent (only “non-lethal” supplies allowed) via the Northern Distribution Network (NDN).

The NDN was fully developed only beginning in 2009, when it belatedly became clear to Washington that Pakistan had a potential stranglehold on the American war effort.  Involving at least 16 countries and just about every form of transport imaginable, the NDN is actually three routes, two of them via Russia, that funnel just about everything through the bottleneck of corrupt, autocratic Uzbekistan.

In other words, simply to fight its war, Washington has made itself dependent on the kindness of strangers — in this case, Pakistan and Russia.  It’s one thing when a superpower or great power on the rise casts its lot with countries that may not be natural allies; it’s quite a different story when a declining power does so.  Russian leaders are already making noises about the viability of the northern route if the U.S. continues to displease it on the placement of its prospective European missile defense system.

But the more immediate psychodrama of the Afghan War is in Pakistan.  There, the massive resupply operation is already a major scandal.  It was estimated, for instance, that, in 2008, 12 percent of all U.S. supplies heading from Karachi to Bagram Air Base went missing somewhere en route.  In what Karachi’s police chief has called “the mother of all scams,” 29,000 cargo loads of U.S. supplies have disappeared after being unloaded at that port.

In fact, the whole supply system — together with the local security and protection agreements and bribes to various groups that are part and parcel of it along the way — has evidently helped fund and supply the Taliban, as well as stocking every bazaar en route and supporting local warlords and crooks of every sort.

Recently, in response to American air strikes that killed 24 of their border troops, the Pakistani leadership forced the Americans to leave Shamsi air base, where the CIA ran some of its drone operations, successfully pressured Washington into at least temporarily halting its drone air campaign in Pakistan’s borderlands, and closed the border crossings through which the whole American supply system must pass.  They remain closed almost two months later.  Without those routes, in the long run, the American war simply cannot be fought.

Though those crossings are likely to be reopened after a significant renegotiation of U.S.-Pakistani relations, the message couldn’t be clearer.  The wars in Iraq and Afghanistan, as well as in those Pakistani borderlands, have not only drained American treasure, but exposed the relative helplessness of the “sole superpower.”  Ten (or even five) years ago, the Pakistanis would simply never have dared to take actions like these.

As it turned out, the power of the U.S. military was threateningly impressive, but only until George W. Bush pulled the trigger twice.  In doing so, he revealed to the world that the U.S. could not win distant land wars against minimalist enemies or impose its will on two weak countries in the Greater Middle East.  Another reality was exposed as well, even if it has taken time to sink in: we no longer live on a planet where it’s obvious how to leverage staggering advantages in military technology into any other kind of power.

In the process, all the world could see what the United States was: the other declining power of the Cold War era.  Washington’s state of dependence on the Eurasian mainland is now clear enough, which means that, whatever “agreements” are reached with the Afghan government, the future in that country is not American.

Over the last decade, the U.S. has been taught a repetitive lesson when it comes to ground wars on the Eurasian mainland: don’t launch them.  The debacle of the impending double defeat this time around couldn’t be more obvious.  The only question that remains is just how humiliating the coming retreat from Afghanistan will turn out to be. The longer the U.S. stays, the more devastating the blow to its power.

All of this should hardly need to be said and yet, as 2012 begins, with the next political season already upon us, it is no less painfully clear that Washington will be incapable of ending the Afghan War any time soon.

At the height of what looked like success in Iraq and Afghanistan, American officials fretted endlessly about how, in the condescending phrase of the moment, to put an “Afghan face” or “Iraqi face” on America’s wars.  Now, at a nadir moment in the Greater Middle East, perhaps it’s finally time to put an American face on America’s wars, to see them clearly for the imperial debacles they have been — and act accordingly.

When every year is election year

Sometimes words outlive their usefulness. Sometimes the gap between changing reality and the names we’ve given it grows so wide that they empty of all meaning or retain older meanings that only confuse us. “Election,” “presidential election campaign” and “democracy” all seem like obvious candidates for name-change.

I thought about this recently as President Obama hustled around my hometown, snarling New York traffic in the name of Campaign 2012. He was, it turned out, “hosting” three back-to-back fundraising events: one at the tony Gotham Bar and Grill for 45 supporters at $35,800 a head (the menu: roasted beet salad, steak and onion rings, with apple strudel, chocolate pecan pie, and cinnamon ice cream — a meal meant to “shine a little light” on American farms); one for 30 Jewish supporters at the home of Jack Rosen, chairman of the American Jewish Congress, for at least $10,000 a pop; and one at the Sheraton Hotel, evidently for the plebes of the contribution world, that cost a mere $1,000 a head. (Maybe the menu there was rubber chicken.)

In the course of his several meals, the president pledged his support for Israel (in the face of Republican charges that he is eternally soft on the subject), talked about “taxes and the economy” to his undoubtedly under-taxed listeners, and made this stirringly meaningless but rousing comment: “No matter who we are, no matter where we come from, we’re one nation. We’re one people. And that’s what’s at stake in this election.”

Outside his final event, Occupy Wall Street protesters saw something else at stake, dubbing him the “1 percent president.” The end result from a night’s heavy lifting: $2.4 million for his election campaign and the Democratic National Committee, nowhere close to 1 percent of what they will need for the next year.

These were the 67th, 68th and 69th fundraisers attended by Obama so far in 2011, or the 71st, 72nd and 73rd. (It depended on who was counting.) In either case, we’re talking about approximately one fundraiser every five days, a total of 6 percent of the events in which Obama took part in this non-election year.

Think about that. You vote for the president to spend some part of 20 percent of his days raising money for his own future from the incredibly wealthy. Or put another way, the Washington Post now estimates that if you add in the non-fundraising, election-oriented events that involve him — 63 so far in 2011 — perhaps 12 percent of his time is taken up with campaign efforts of one sort or another; and this is what he’s been doing 12 to 24 months before the election is scheduled to happen.

New York being the home of… gulp… Wall Street (1 percent! 1 percent!), Obama doesn’t exactly have it to himself. Mitt Romney was heading into town on December 14th for his own rousing round of four fundraisers. One at the Waldorf Astoria will be hosted by — you can’t be balder than this — four JPMorgan Chase executives, including James B. “Jimmy” Lee, Jr., the vice chairman of the company and the “banker who battled the Obama administration over the restructuring of Chrysler LLC.” And oh yes, Romney leads Obama in funding support from billionaires, 42 to 30 (with Rick Perry taking third place at 20).

In the 2008 election, JPMorgan employees gave $4.6 million to the candidates of their choice, coming in behind only Goldman Sachs and Citigroup on The Street. Now that, I would say, is actual electoral power. Perhaps it wouldn’t be too much of an exaggeration to say that the voting that matters most takes place at those fundraisers, not in the booths where, billions of dollars in attack ads later, the usual hoi polloi pull the handles on electoral slot machines.

Their Bread, Our Circus

In ancient Rome, the emperors provided the capital’s inhabitants with “bread and circuses.” Ever since, that combination has been shorthand for rulers buying off the ruled with the necessities of life and spectacle.

In Rome, that spectacle involved gladiatorial and other elaborate games of death that took place in the Colosseum. In this age, our rulers, the 1 percent whose money has flooded the electoral cycle, are turning the election itself into our extended circus. This year, a series of Republican televised “debates” have glued increasing numbers of eyeballs to screens — and not just Republican eyeballs, either. Everyone waits for the latest version of a reality show to produce the next cat fight, fabulous gaffe, late-night laugh line, confession, denial, scandal, or plot twist, the next thumbs up or, far better, thumbs down on some candidate’s increasingly brief political life in the arena.

Think of it as their bread and our circus. Who can doubt that, like the crowds of Rome once upon a time, we await the inevitable thumbs-down vote and the YouTube videos that precede and follow it with a kind of continuing bloodlust? The only problem: however strange all this may be, it’s not, at least in the old-fashioned sense, an election nor does it seem to have much to do with democracy. The fact is that we have no word for what’s going on. Semi-democracy? Unrepresentative democracy? 1 percent democracy? Demospectacracy?

Of course, we still speak of this as a presidential election campaign, and it’s true that 11 months from now more than 60 percent of the voting age population will step into polling booths across the country and cast ballots. But let’s face it, if this is an election at all, it’s certainly one stricken with elephantiasis. Once, as now, a presidential race had primaries, conventions, campaigning, mudslinging and sometimes even a few debates, but all of this had limits. In recent years, the limits — almost any limits — have been disappearing. Along the way, the process has expanded from an eight-month-long affair that most voters only began to attend to sometime in the fall of election year to a perpetual campaign, perpetually discussed, reported on, and displayed.

The primaries, for instance, have been on a forced march toward ever-earlier dates. Iowa’s — actually a “caucus” — is now on January 3rd of election year and the first official primary, New Hampshire’s is on January 10th. (Over the years, it’s repeatedly had to move its date forward from March to hold onto that status.) This time around, the “debates” leading up to the primaries began last May; previously meaningless party “straw polls,” covered as monumental events by hundreds of reporters, accompanied them; the first of a World War I-style barrage of attack ads was launched in the same period, and the opinion polls on various constellations of likely (or unlikely) candidates — what Jonathan Schell once called our “serial elections” — preceded everything, accompanied by endless media speculation about them.

It’s an ever-expanding system, engorging itself on money and sucking in ever larger audiences. It’s the Blob of this era. In fact, the next campaign now kicks off in the media the day after (if not the day before) the previous election ends with speculation (polls soon to follow) handicapping the odds of future candidates, none yet announced.

The Perpetual Campaign

Once upon a time, the perpetual candidate — former Minnesota governor Harold Stassen was the classic example — proved a kind of running joke. No longer. Now, the president himself essentially begins his campaign for a second term almost as soon as he enters the Oval Office.

Similarly, former Massachusetts governor Mitt Romney, the media-anointed Republican nominee of this electoral cycle, has in fact been running for president since at least 2006. It’s been his only real “job” since leaving the governorship in 2008. In his life, he is now the embodiment of the perpetual candidate, and yet even those who make him the butt of endless TV jokes don’t find that fact strange or particularly worthy of comment.

Everywhere you care to look, the expansion of the presidential race is evident. In the fall of 1948, in an election he was supposed to lose, Democratic President Harry (“give ‘em hell”) Truman barnstormed the nation by train, decrying a “do-nothing Congress.” By comparison, President Obama has been out this fall — the equivalent of 1947 — on what is clearly the campaign trail denouncing his own version of a do-nothing Congress. And that’s only a start when it comes to turning election “year” into Election Life.

On money, the sky’s the limit. In 2000, the total federal election season cost $3 billion; in 2008, more than $5 billion, of which an estimated $2.4 billion went into the presidential campaign. With the Supreme Court having made it easier for outside money to pour in, thanks to its Citizens United decision, funding for campaign 2012 is expected to pass $6 billion and could even top $7 billion. The Obama campaign, which raised $760 million in 2008, is expected to pass the billion-dollar mark this time around (with money already pouring in from the financial and banking sector on which candidate Mitt Romney is also heavily reliant).

TV advertising alone, which topped $2.1 billion in 2008, is expected to reach or exceed $3 billion this time around. These are, of course, staggering sums. Already the attack ads, mostly on the president, mostly from the sort of Super PACs that Citizens United let loose in the land, are zinging away far in advance of any previous presidential campaign season. According to the Washington Post, $23 million worth of attack ads have come and gone, half of that from Karl Rove’s American Crossroads. And as one analyst quoted by the New York Times put it, “These dollar figures we’re talking about now are going to seem quaint in a few months. And they’ll seem really quaint in eight or nine months.”

For comparison’s sake, back in 1976, in the era when pundits were first beginning to write about presidential elections as perpetual campaigns, the total spending of presidential candidates Gerald Ford and Jimmy Carter was $66.9 million.

This inundation of money has also meant an inundation of lobbyists. President Obama officially refuses to take campaign contributions from lobbyists. The New York Times recently reported, however, that 15 of his top “bundlers,” who give their own money and solicit that of others for the campaign — none registered as federal lobbyists — are “involved in lobbying for Washington consulting shops or private companies,” and they are raising millions for him. A June report from the Center for Public Integrity concluded: “President Obama granted plum jobs and appointments to almost 200 people who raised large sums for his [2008] presidential campaign, and his top fundraisers have won millions of dollars in federal contracts.”

And the 2012 Republican field of presidential contestants puts Obama in the shade. They seem determined to campaign cheek to jowl with as many lobbyists as they can corral. More than 100 federal lobbyists have already contributed to Mitt Romney’s campaign, while Rick Perry has evidently risen to candidate status on the shoulders of Mike Toomey, a former gubernatorial chief of staff, friend, and money-raising lobbyist whose clients “have won $2 billion in [Texas] state government contracts since 2008.” And that’s only scratching the surface.

In the meantime, a national machinery has been set up to staff that perpetual campaign. By early October (again 2011, not 2012), according to the New York Times, the Obama campaign had opened offices in 15 states, had paid employees in 38 states, and had a Chicago headquarters with a paid staff of 200. Thirteen months before the actual election, the Obama campaign and the Democratic National Committee had already shelled out “close to $87 million in operating costs.” At this point, there is no Republican equivalent, as the many Republican candidates are still involved in the struggle for the nomination, while Obama, as vulnerable a president as we’ve seen in our time, miraculously lacks even a symbolic primary challenger.

Money Talks

At the heart of the ever-expanding presidential campaign sit the media, especially television — especially those ads. In 1996, when Republican Robert Dole ran against President Bill Clinton, the two camps spent an estimated $113 million for ads, almost all for television. In the 2008 election for all federal offices, $2.7 billion went into television advertising.

This year, when the media is feeling the pinch of hard times, $3 billion dollars in prospective TV ads must look like manna from heaven. In fact — though no one in the media ever writes about it — this has to represent one of the great conflict of interest stories of our time, maybe of all time. The pundits, commentators, reporters, and news announcers who once again seem so intent on convincing us that this will be the election of the century are essentially drumming up business for the owners of their networks or cable stations who will profit handsomely, even staggeringly, from the dollars that those glued eyeballs bring in.

So Fox, for instance, is now a constant debate central for Republican candidates and is, in turn, pulling in advertising at a rate ahead of the 2008 campaign cycle. “Like CNN, MSNBC and others,” writes Dan Hirschhorn of Ad Age, “Fox News is set to benefit from the proliferation of third-party political and issue advocacy groups including Super PACs and 527s, which can afford national airtime and are gearing up to be major players in 2012 politics.”

And like any reality show, for this one to succeed so far ahead of its appointed season, you need the constant drama of contestants being ushered on and off stage, of spectacular rises and no less spectacular collapses. Hence, the stories of Michele Bachman, Rick Perry, and Herman Cain, which (if you were of a conspiratorial mind) might almost seem too good (or bad) to be true.

So far, the media’s election blitz has proven remarkably successful. The audience for the very first Republican debate of 2011 almost doubled the audience for the first Republican debate of the 2008 campaign. And as this round of debates has gained steam, it has nearly doubled its own initial numbers. Meanwhile, the media version of the election campaign is visibly becoming a too-big-to-fail juggernaut. In the process, it seems that we, the citizens, the viewers, have been given an election life sentence. Our job is to sit and watch while the action happens elsewhere.

It’s true that, on November 6, 2012, Americans will enter voting booths and choose a candidate for president, and that makes this an “election.” But thinking of it that way won’t get you far. It’s also true, that, on January 20, 2013, a newly elected president will step into the Oval Office. What any of this has to do with democracy, as opposed to spectacle, influence, corruption, the power of the incredibly wealthy to pay for and craft messages, and the power of media owners to enhance their profits is certainly an open question. Think, at least, how literally the old phrase “money talks” is being updated every time you hear the candidates, or see their ads, or get a robocall from one of them, or receive a geo-targeted mobile ad of theirs on your iPhone or Android.

It’s clear enough — or should be by now — that the electoral process has been occupied by the 1 percent; which means that what you hear in this “campaign” is largely refracted versions of their praise, their condemnation, their slurs, their views, their needs, their fears, and their wishes. They are making money off, and electing a president via, you. Which means that you — that all of us — are occupied, too.

So stop calling this an “election.” Whatever it is, we need a new name for it.
